Miscelleneous Control Systems
1. SAN BERNARDINO VALLEY MUNICIPAL WATER DISTRICT,
San Bernardino, CA.
A. Pipeline telemetry control and data acquisition system. Provided Modicon 584 & 984 PLCs for individual Booster Pumping stations, wells, turnouts and metering stations (15 stations as of 1995). Central monitoring & remote supervisory computer system (SCADA VU) for operation of the entire water supply system. Total I/O approximately 2000.
B. Added monitoring hardware & software to allow monitoring total system operation from any station or a remote computer (via phone & radio). Additionally the system allows inter-tied districts to monitor the system on-line via radio.
C. Added interface to the districts internal paging system to incorporate telemetry system alarm paging via the existing paging system.
D. Rugid RTUs (6 stations) have been incorporated into the system to provide monitoring of low I/O count stations and non-powered (solar) sites.
E. Upgaded Central Control to Wonderware InTouch
F. Provided all SCADA interfacing for 2 new State Water project pumping stations.
2. TRABUCO CANYON WATER DISTRICT, Trabuco Canyon, CA.
Waste Water
A. Provided all design, control panels, drawings, central supervisory software, start up & training for grass roots Waste Water Treatment Plant utilizing 2 SBRs (Sequencing Batch Reactors). Plant control utilized a Reliance Model 30 PLC. Total I/O approximately 150.
B. Added 7 remote pumping plant RTUs to waste water treatment plant system via radios and incorporated into existing DMACS Fix system. Total I/O approximately 85.
C. Installed plant wide highway connecting local Reliance PLC, Modicon PLC, 3 local Rugid RTUs, 7 wastewater Rugid RTUs & 12 domestic water Rugid RTUs. Total local I/O approximately 120.
D. Replaced Reliance PLC with Modicon Compact PLC, providing panel, drawings, software & startup. Added all new SCADA graphics and interfacing.
E. Provided all engineering, panel fabrication, hardware, software & system integration for new Sewage Lift station in O’Neill Park.
F. Provided all engineering, panel fabrication, hardware, software & system integration for new SBR Water Reclamation Plant for Trabuco Oaks housing development.
Domestic Water
A. Repaired poorly installed and non functional “contracted” telemetry system with working FIX SCADA system. Replaced Rugid RTU programs for all 12 remote stations with functional programs. Rebuilt / rewired 4 of the remote stations and provided drawings for work provided.
B. Added alarm paging and dual- redundant polling masters and dual SCADA computers (see “C” above) for the 12 RTUs in the Potable Water system and the 7 wastewater RTUs.
C. Dial-in capability is available at both the potable and the waste water master sites. The potable master is also connected to a LAN for monitoring by others in the district office.
D. Replaced GE Fanuc PLC at Filter Plant with Modicon Compact, providing panel, drawings, software & startup. Added all new SCADA graphics and interfacing.
E. Provided Control Panels, RTUs, software, drawings & startup for 2 Urban Water Pumping Plants. Added all new SCADA graphics and interfacing.
3. CITY OF LOS ANGELES – DEPT. OF WATER & POWER, Bishop, CA
A. Combination telephone dial up/radio system for monitoring all Hydrographic data in the Bishop/Owens Valley area. Currently the system consists of a master and 20 remotes, with an additional 40 50 stations in the future. All data are logged, recorded and alarmed at a central site in Bishop using SCADA Vu and a BSI developed custom interface program creates 15 minute gage height files for their water master program and also provides data to the IBM 36 Information Systems computer. This IBM 36 system then provides live data (30 minute window) to all workstations within the DWP.
B. A second RTU master and SCADA-Vu node were added to their Independence, CA. office. This has the additional feature of allowing switching control back and forth between the nodes either manually or automatically in case of failure of the active unit.
C. System architecture was changed to allow monitoring of entire water system with SCADA nodes gathering data from Bishop and Mojave sites and network wide monitoring of all data, alarms, screens and trends.
D. IBM AS 400 (36 replacement) removed from service and water master data has been moved to an Oracle server.
E. Replaced all RTUs with Rug5 or Rug9’s and setup multiple masters for improved communications.
F. Automated all Gate Control Systems for DWP Aqueduct to Los Angeles.
4. CITY OF DEL MAR PUBLIC WORKS DEPT., Del Mar, CA
Leased line system consisting of 4 ea. Modicon PLCs monitoring the Potable system and 4 ea. RUGID RUG 6D's monitoring the Sewer system. All alarms and critical analog signals are sent to a speech synthesizer and dial out circuit in the master RUG 6F for after hours alarm callout. The RUG 6F may also be interrogated, via touch tone phone, for both alarms and analog data. SCADA Vu is used for operator supervision, alarming, trending & report generation. The 4 Modicon PLCs were later replaced with RUG-7C's and integrated through the master RTU.
5. VETERANS ADMINISTRATION CEMETERY, Riverside, CA
Provided operator interface (Wonderware), programming for 4 Rugid RTUs and startup for telemetry system. System provided water for lake level controls and irrigation for the cemetery. Total I/O approximately 128.
6. EASTERN MUNICIPAL WATER DISTRICT
A. Provided all design, control panels, drawings, Supervisory software, start up & training for Temecula Valley Title 22 tertiary treatment facility. Consists of 4 ea. Allen Bradley PLC 5's operating over a fiber optic data highway with peer peer data transfer. A contract was also received to integrate this facility into the Main Plant system of 7 PLCs, create multiple master Supervisory workstations and make major software revisions to existing software.
B. Provided all design, control panels, drawings, Supervisory software, start up & training for Temecula Valley 12 MGD Expansion.
C. Provided all design, control panels, drawings, Supervisory software, start up & training for Temecula Valley 16 MGD Expansion (now 6044 I/O Points). Currently working on design for the upcoming 18MGD expansion and Effluent Storage system.
D. Provided all design, control panels, drawings, Supervisory software, start up & training for Moreno Valley Expansion (now 3500 I/O Points).
E. Provided all design, control panels, drawings, Supervisory software, start up & training for San Jacinto Chlorination & Tertiary Expansion (now 1315 I/O Points).
F. Provided all design, control panels, drawings, Supervisory software, start up & training for Perris Valley Conversion to Intellution Fix32.
G. Provided all design, control panels, drawings, Supervisory software, start up & training for Perris Valley Tertiary Expansion (now 5435 I/O Points)
H. Provided all SCADA design, control panels, drawings, Supervisory software, start up & training for Centrifuges at Temecula, Moreno & San Jacinto.
I. Provided all SCADA design, control panels, Local HMIs, drawings, Supervisory software, start up & training for Rotary Drum Thickeners at Temecula & Moreno.
J. Provided all design, control panels, drawings, Supervisory software, start up & training for Perris RO Plant.
K. Provided all design, control panels, drawings, Supervisory software, start up & training for Perris Filtration Plant
L. Currently providing a 4 year ($800,000) Maintenance Contract for all Waste Water and Fresh Water Plants
M. Currently expanding Perris Plant with a complete new Plant 3 (now over 6000 points).
N. Provided all design, control panels, drawings, Supervisory software, start up & training for a Fuel Cell Facility for Moreno plant.
O. Currently expanding Moreno Plant with a new Tertiary Treatment Facility (SCATT) and new Acid Phase Digestion (APAD), as well as replacing existing DH+ data highway with Fiber Optic Ethernet. When complete the IO will be over 5000 points.
P. Presently waiting for final design for a Title 22 upgrade and new Plant 2 expansion for San Jacinto. We will also be replacing existing DH+ data highway with Fiber Optic Ethernet. When complete, the IO will be over 5000 points.
7. IRVINE RANCH WATER DISTRICT, Irvine, CA
A. Coastal Zone. Contracted to design system of fiber optic/copper/radio communications for connecting pump stations in the coastal zone. Also provided common programming / data passing routines for all stations in the area. Modicon PLCs used with communications utilizing Modbus+.
B. Foothill Zone. Contracted to design / install new system for pressure control & telemetry for 2 new housing areas. System consists of 13 Rugid RTUs & tone telemetry for controlling / monitoring various pressure zones via buried cables. System was required to seamlessly marry to existing control system (Modicon PLCs & 900Mhz Radios).
8. GOLDEN STATE WATER COMPANY, Hawthorne, CA
A. Installed 2 site radio SCADA systems with a two week deadline. System installed on time complete with all panels, antennas and graphics.
B. Added 8 new RTUs to the initial system. Total I/O approximately 250.
C. Added dial in capability for remote graphic monitoring and control.
D. Added voice alarm annunciation (over phone), paging and call in for verbal station status.
E. Upgraded the entire Radio Telemetry from Licensed Radio to Spread Spectrum.
F. As of 9/06 system has been expanded to 32 remote sites.
G. Added Filter Systems to three of the plants, as well as upgrading 5 sites
with new PLC panels, PLC & SCADA software.
9. CITY OF LONG BEACH ETP, Long Beach, CA
Under contract from General Contractor (Noell, Inc) to complete PLC and Scada software (18,000 tags), installation, calibration, loop testing, performance testing, final documentation and training for a grass roots 62 MGD 10 filter water treatment plant. Original Instrument Subcontractor failed to complete the project and was seriously behind schedule when we took over for the bonding company. Total I/O approximately 5000.
10. CITY OF ORANGE, Orange, CA
A. Provided radio survey, station assignment and standards for data blocking.
B. Implemented Scada system utilizing Modicon PLCs, Intellution FIX32 and Freeway spread spectrum radios. Initial system included master polling PLC, 2 repeaters, 2 reservoirs and a booster station.
C. Provided standardized panels for City of Orange to duplicate.
D. Present system handles 4 booster stations, 6 reservoirs, 2 wells, redundant SCADA nodes and dial-in support for standby portable computer.
E. Future expansion to 43 stations. Present Total I/O approximately 180.
